Fingerprint Card Conversion & Hard-Card Scanning
Already have fingerprints captured on traditional hard-copy fingerprint cards?
We offer a fingerprint-card scanning/conversion service designed for situations where an agency or authorized submission process requires fingerprints from an existing card to be converted into a digital fingerprint transaction.
This type of service can be particularly useful for applicants who were fingerprinted outside California or Florida and subsequently need fingerprints submitted electronically for an eligible California background-check process or Florida background-check process.
The Card Conversion/collection of fingerprints is in order to complete a criminal history background check as part of an application, employment or licensing process. The fingerprints will be searched against the databases maintained by the California State, Florida State and/or the Federal Bureau of Investigation (FBI).

The Electronic Conversion Pathway
The process involves receiving your completed FD-258 or state fingerprint cards, evaluating impression quality against Department of Justice standards, optically digitizing the biometric ridge details at high resolution, and formatting the transaction for electronic submission.

How Card Conversion Works
Step 1 — Complete Your Fingerprinting
Have your fingerprints captured on the required original fingerprint card(s) (such as standard FBI FD-258 cards) by a local law enforcement agency or authorized fingerprint technician in your location.
Step 2 — Prepare Your Documents
Depending on the requesting agency and transaction, you may need:
- Original fingerprint card(s)
- Valid government photo identification
- Request for Live Scan Service form (when required)
- Applicant demographic information
- Payment for state/FBI fees & processing
- Other agency-required documentation
Step 3 — Submit Your Packet
Follow our instructions for submitting the original fingerprint cards and supporting documents to our Oakland office (via tracked postal mail, courier delivery, or in-person drop-off).
Step 4 — Digital Conversion
The fingerprint information is digitally scanned and converted into FBI/NIST biometric image standards for an eligible electronic submission.
Step 5 — Electronic Submission
Where permitted and applicable, the resulting transaction can be submitted to the appropriate California DOJ and/or FBI system according to the requesting agency's requirements. You receive your proof-of-submission documentation.
